The Human Rights Committee normally holds three full plenary sessions of three weeks each during the year. These sessions are usually held at United Nations Headquarters in March and at the United Nations Office at Geneva in July and October. The Committee may also hold meetings in other places. For example, in 1981, at the invitation of the former Federal Republic of Germany, one session of the Committee was held in Bonn. The Committee's rules of procedure, available in the treaty body database of the Office of the United Nations High Commissioner for Human Rights (http:///www.unhchr.ch/tbs/doc.nsf ), define in detail the order of the Committee's activities. Thus, a quorum is formed by 12 members of the Committee, each of whom has one vote. The Committee shall make every reasonable effort to reach its decisions by consensus. In rare cases, when consensus cannot be reached, the members of the Committee may resort to voting by the members present at the meeting.

Each session of the Committee is usually preceded by a week-long meeting of the Committee's working group, which usually consists of five members. Over the years, the functions of the working group have changed, and currently they are only related to the adoption of decisions in the first instance on individual complaints filed under the Optional Protocol. Although the working group may declare complaints admissible as a whole, its decision on inadmissibility (in whole or in part) and on the validity of the complaint are referred to the Committee of the Whole for discussion and formal decision-making in plenary session.
